Role of Shanghai Office

Link between HK and the Municipality of Shanghai and the four provinces

  • Liaise with the governments and non-government organisations of the Municipality of Shanghai and the four provinces including Jiangsu, Zhejiang, Anhui and Shandong, and provide them with information on the Hong Kong Special Administrative Region (HKSAR)
  • Report to the HKSAR Government the latest developments of the four provinces and one municipality
  • Assist bureaux/departments of the HKSAR Government to take forward cooperation initiatives with the places concerned and to provide assistance in the liaison with local governments

Economic and trade liaison

  • Promote economic and trade relations between Hong Kong and the Municipality of Shanghai and the four provinces, and attract and assist enterprises from these areas to invest and set up businesses in Hong Kong

Support Hong Kong enterprises

  • Reflect and follow up on issues of common concern among Hong Kong businesses through effective channels
  • Facilitate Hong Kong investors to obtain information on doing business in the Mainland and on local trade policies and regulations

Promote Hong Kong

  • Organise activities in the Municipality of Shanghai and the four provinces to promote Hong Kong's advantages and to enhance Mainland people's understanding of Hong Kong

Attraction of investment

  • Support the Office for Attracting Strategic Enterprises of the HKSAR Government and proactively attract target enterprises to the HKSAR
  • Proactively provide information and assistance and to attract local enterprises to invest in the HKSAR

Attraction of talents


Liaison with Hong Kong people / Help to Hong Kong residents in distress

  • Liaise with Hong Kong people living, working or studying in the Municipality of Shanghai and the four provinces
  • Provide practical assistance to Hong Kong residents in distress in the Mainland

Immigration matters

  • Process applications for entry to Hong Kong for visit, employment, investment, training, residence and education
  • Provide first application and replacement service for HKSAR passport as well as replacement service for HKSAR Document of Identity for Visa Purposes and Re-entry Permit for eligible Hong Kong residents
